Bio

Assistant Professor at Católica Lisbon School of Law, where he teaches undergraduate and master's courses in the fields of General Administrative Law, Public Contracts Law, and the Foundations of Public Law. Deputy Director of the State Legal Centre (CEJURE), where he is responsible, among other matters, for the units of Arbitration, Public Contracts, and Foundations and Public Benefit Entities. Integrated Researcher at the Católica Research Centre for the Future of Law. He holds a PhD in Law from the Faculty of Law of the Portuguese Catholic University (2024), a Master's degree in Administrative Law from the Faculty of Law of the University of Lisbon (2014), and a Law degree from the Faculty of Law of NOVA University Lisbon (2009), where he also completed a university extension course on Public Procurement and Competition (2011). Between 2009 and 2019, he worked as a lawyer at the law firm Linklaters. Between 2019 and 2023, he was a doctoral research fellow at the Católica Research Centre for the Future of Law. Between 2023 and 2024, he served as Legal Adviser to the Office of the President of the Constitutional Court, focusing particularly on matters of Administrative Law. He is included on the list of arbitrators of the Administrative Arbitration Centre (CAAD).
