Full Professor at the School of Law of Universidade de Lisboa and Invited Full Professor at Católica | Lisbon School of Law, where he earned his Doctoral Degree in 1996 (In search of the lost administrative act). He has researched and published an array of works in Portugal and abroad in the fields of Administrative Law, Administrative Litigation, Constitutional Law, Fundamental Rights, Environmental Law and Cultural Law. He presided over the committee that prepared a draft Framework Law for Land, Regional Planning, Urban Planning and was part, inter alia, of the review committee for the Environmental Framework Law and the drafting committees for the General Taxation Law and the Administrative Procedure Code.
