PhD in Legal-Political Sciences, 1979; has been a member of the Constitutional Assembly (1975-1976) and a member of the Constitutional Commission, a constituent body of the Constitutional Court (1976-1980). Has held executive positions at Católica|Lisbon School of Law and the University of Lisbon School of Law and was a constitutional consultant in several countries.
